The Subordinate Services Commission was set up for conducting examinations for recruitment to lower categories of posts in the government sector. It was renamed as Staff Selection Commission in 1977. Its function is to make recruitments to non-technical group 'C' and group 'B' non-gazetted posts in Ministries/ Departments, the attached and subordinate offices of the Government of India, and the C.A.G and the offices of the Accountant General. The Commission is responsible for formulating policies, including schemes of Examination and other procedures for smooth conduct of examinations / selection tests.

Staff Selection Commission (SSC) is an Indian government organisation to recruit staff for various posts in the various Ministries and Departments of the Government of India and in Subordinate Offices. 
This commission is an attached office of the Department of Personnel and Training which consists of Chairman, two Members and a Secretary-cum-Controller of Examinations.

BACKGROUND 

The Estimates Committee of the Parliament recommended the setting up of a Service Selection Commission for conducting examinations for recruitment to lower categories of posts. Later, in the Department of Personnel and Administrative Reforms, On 4th November 1975 Government of India constituted a Commission called the Subordinate Services Commission. On 26th September 1977, Subordinate Services Commission renamed into Staff Selection Commission.
The functions of the Staff Selection Commission were redefined by the Government of India through Ministry of Personnel, Public Grievances and Pensions in 21st May 1999. Then the new constitution and functions of the Staff Selection Commission came into effect from 1st June 1999.

FUNCTIONS

To conduct examinations and/or interviews to make recruitment to Group “B” and Group “C” posts for the various Ministries and Departments of the Government of India.

OFFICE

The Staff Selection Commission has its Headquarter at New Delhi. At present, there are seven Regional Offices at Allahabad, Mumbai, Delhi, Kolkata, Guwahati, Chennai, Bangalore and two Sub-Regional Offices at Raipur and Chandigarh. Each Regional Office is headed by a Regional Director and each Sub-Regional office is headed by a Deputy Director.
